Pinmaster Plinney handles every Needle upgrade that uses Pale Oil. The first upgrade is complimentary, while later improvements consume one Pale Oil apiece, and higher tiers add a Rosary cost.

How to Get Pale Oil

Only three bottles exist—two in the Citadel and one in the Putrified Ducts:
